地方政府是生态环境治理的关键主体,财政压力以地方政府行为作为传导变量,对环境污染及其治理效果有深刻影响。实证检验地方政府行为的促污和治污效应对财政压力冲击的响应。结果表明:激励生产型地方政府行为促进污染增加,在财政压力下促进污染增加效应的激化,即压力越大越污染。环境治理型地方政府行为中的环境保护支出对污染治理有效,财政压力对其治污效应有提升作用;排污费征收不治污、反促污,财政高压使其促污效应强化。在财政增支减收、压力不断攀升的背景下,可从治理体制性财政压力诱因、强化对地方政府行为监督和约束以及优化治理工具提升环境治理绩效等方面来平抑财政压力通过地方政府行为引发的环境污染加剧。  相似文献

采用北京大学测度的2011—2018年数字普惠金融指数与地方税收面板数据,研究了数字普惠金融发展与地方税收之间的关系。研究发现,数字普惠金融能够显著地促进地方税收增长,在考虑了内生性等因素后,这一结论仍然稳健地成立。分位数回归表明,数字普惠金融在低分位数上对地方税收影响小且统计显著性弱,在高分位数上数字普惠金融对地方税收的影响大且统计显著性强。数字普惠金融对地方税收的影响存在门槛效应,在不同发展阶段,其对地方税收影响有显著差异。数字普惠金融促进税收增长主要是通过数字普惠金融覆盖广度提高和移动化、便利化等程度加深实现的。  相似文献

This study examines how changes in the information environment affect the informational advantage of geographically proximate agents. The long‐term advantage of local agents disappeared at the turn of the millennium. This is accompanied by the reduction in local bias of institutional investors and equity analysts. However, institutional investors continue to trade local stocks disproportionately more often than non‐local stocks; moreover, their local trades outperform non‐local trades in the short term—even for large and liquid stocks. Our results are consistent with improvements in the information environment shortening the horizon of proximity‐based informational advantage.  相似文献

This article excavates the debate that unfolded during the 1980s between Jacques Rancière and Pierre Bourdieu to shed light on the theoretical divide that still cuts across the field of urban studies today. Looking at contemporary Rancièrian scholarship through a Bourdieusian lens, it points to their main theoretical shortcomings and reasserts the value of relational, field‐based and empirically grounded approaches to urban politics. At the same time, this article engages seriously Rancière's critique of Bourdieu's failure to account for space in order to question the territoriality inherent to the notion of field. We put this theoretical discussion to the test of Lagos's garbage. Drawing on an ethnographic study conducted in Lagos from 2015 to 2016, we propose analyzing the process of spatialization of the field of local representation by looking at the ways solid waste—here conceived as a political opportunity—is mobilized by different actors. We argue that the deployment of a waste infrastructure in Lagos is congruent with a relative disinvestment in practices of territorial control that reshapes the structure of local representation, reconfiguring the ‘stage’ on which politics is played out in the Nigerian metropolis.  相似文献

A recent study by Fitza argued that the prior estimates of the Chief Executive Officer (CEO) effect are conflated with events outside the CEO's control, are largely the result of random chance, and that the true CEO effect is smaller than has been previously estimated. We suggest that the empirical methodology employed by Fitza to support these claims substantially overstates the “random chance” element of the CEO effect. We replicate Fitza's findings, highlight methodological issues, offer alternative conclusions, and using multilevel modeling (MLM), suggest that his analyses mischaracterize the CEO effect. As the subjective and objective factors that influence corporate behaviours, political region and firm location are of great importance to environmental information disclosure (EID). With spatial and political geography as a research perspective, this article makes a study by using the samples of manufacturing listed companies from 2009 to 2011. As a result, we determine that regulatory distance and political geography had negative effects on EID, while political geography weakens regulatory distance’s function. After considering an enterprise’s administrative rank, we determined that when the rank is higher, regulatory distance has negative effects on EID; when the rank is lower, the effects are the opposite. Regarding political geography, it always weakened the regulatory distance’s function. Moreover, the effects are significant only when the enterprises had low governmental regulation. The study shows the effects that firm location and political geography have made on EID. At the same time, this study also gives theoretical and empirical evidence to the necessity of raising governmental regulatory effectiveness.  相似文献

We consider an inventory fulfillment-allocation and transshipment problem in an e-tailing environment. For a typical e-tailer, each customer demand is fulfilled from the closest fulfillment center if there are enough inventories. Otherwise, the e-tailer would transship stock from a nearby facility or transfer the customer order so it is fulfilled from another facility, depending on the economics of transportation. We develop a mixed-integer programming model to help e-tailers optimally fulfill customer orders while minimizing logistics costs. We propose a Benders decomposition-based approach to efficiently find optimal solutions. Our computational results demonstrate the importance of considering inventory transshipments in online deliveries.  相似文献

文章在经济转型和大城市人口调控背景下,研究了上海劳动力资源供需平衡趋势与外来劳动力需求情况。研究显示,在上海经济保持一定的增长速度下,2015-2020年外来劳动力需求量在700-856万人之间,这使大城市在对待外来劳动力上处于尴尬境地,一方面面临着经济发展对外来劳动力的依赖性,另一方面面临着大城市人口调控的压力。目前上海劳动力市场中外来劳动力与本地劳动力在就业岗位、工资待遇、社会福利等方面仍存在一定的差异。外来劳动力与本地劳动力在岗位上更多的是一种优势互补关系,对外来劳动力歧视有悖于社会公平理论,同时政府的强行调控政策也不利于劳动力市场的发展。政府的职责应该是尽可能地创造出健康、有序、公平的市场秩序,让市场在调节劳动力供需和结构性短缺上发挥决定性作用。  相似文献

Cross-cultural consumer behavior is of market interest due to globalization of marketplaces, migration, multicultural marketplaces, and diffusion in the EU of many languages. The objective of this study is to check whether the local language used in a marketing communication could affect the consumers’ preferences for food products. The theoretical foundation is the consumer motivational approach that goes deeper into motivations interfering with the consumers’ preference order. The multivariate conjoint analysis is used to evaluate the preferences for attributes described in different languages. A number of students from the University of Udine (located in the northeastern part of Italy) have been submitted to interviews to examine their preferences for a simulated sandwich package reporting information in different languages, distributed by vendor machine. The results suggest that the consumer’s reaction to local language depends on sociodemographic profile, cultural background, language knowledge, and family education, and the local language could actually be used as a market tool for market segmentation. These results are of interest to many EU countries with bilingual communities such as Spain, Belgium, the UK, Switzerland, and most of the Italian regions where local languages are still alive.  相似文献
